What Executive Office Does

PCRD Executive Office is established under the umbrella of PCRD to support the committee's mission pursuant to item 1, Article 26 of the Special Act on Balanced National Development. What is required for the organization and operation of PCRD Executive Office is designated by the Presidential decree pursuant to item 2, Article 26 of the above Act.

PCRD Executive Office comprises of high-ranking government officials dispatched from government agencies, Grade four, five and six civil servants, doctoral-level researchers from state-funded research institutes and private organizations, and experts hired from the private sector. Currently, PCRD Executive Office is composed of six bureaus and teams under the operation rules as follows: Planning and Policy Team, Regional Cooperation Bureau, Regional Economy Bureau, Regional Development Bureau, Policy Research Team and Public Relations Team.

PCRD Executive Office is co-headed by the presidential secretary for regional development, who is to work under the direction of the PCRD Chairman. Exceptionally, an official appointed by the Chairman among those dispatched from relevant administrative agencies of the central government performs the work of the Executive Office Head, jointly with the secretary concerned under special circumstances pursuant to item 2, Article 30 of the Special Act on Balanced National Development.

The Executive Office is permitted to have the following organizations conduct research when necessary pursuant to item 3, Article 30 of the Special Act on Balanced National Development; the Korea Research Institute for Human Settlements and the Korea Rural Economic Institute, which are established under the Act on Establishment, Management and Promotion of Government-funded Research Institutes, and the Korea Research Institute for Local Administration, which is organized under the Act on Promotion of Korea Research Institute for Local Administration.

Tasks of PCRD Executive Office

  • To prepare for PCRD or PCRD Special Council meetings
  • To provide meeting agendas for PCRD or PCRD Special Councils
  • To perform specialized investigation and research related to PCRD functions
  • To support for a range of PCRD or PCRD Special Council dutie

Planning and Policy Bureau

Planning and Policy Team deals with overall operation of PCRD, Executive Office of Balanced National Development operation, development and establishment of policy directions for regional economies and area policies, special accounts on balanced national development, monitoring of presidential directions, evaluation on outcomes of balanced national development projects and budget calculation, financial re-distribution among central and local governments, adjustment of the local government budget support system, PCRD mission planning, tasks related to the National Assembly, presidential office and audit, knowledge and information management, operation of PCRD duties, personnel management, budget, accounting, and legislation, operation of special councils for policy planning, etc.

Regional Economy Bureau

Regional Economy Bureau takes charge of establishment of the Special Act on Balanced National Development and the five-year plan for balanced national development along with the annual implementation scheme, hub innovation clusters, facilitation of regional relocation and investment by private enterprises, devising and orchestration of regional development policies and policies for regional economy and industry, regional industry, technology and R&D, training and nurturing of professionals, activation of industry-academia cooperation, operation of special councils for regional economy, etc.

Regional Development Bureau

Regional Development Bureau is in charge of regional development and prosperity, development plan adjustment among regions, location of factories by local enterprises, development of hub cities, infrastructure construction for regional economic areas, deregulation in regions, development of backward and rural areas, cultivation of regional cultures and tourism, facilitation of regional economic reviving, operation of special councils for regional development, etc.

Regional Cooperation Bureau

Regional Cooperation Bureau deals with regional devolution including strengthening of financial autonomy of local governments, orchestration among regional projects, activation of inter-regional projects, international exchange, inter-regional cooperative network establishment, operation of special councils for regional cooperation, etc.

Policy Research Team

Policy Research Team takes charge of regional development theories and policies development and publication, policy research services, foreign case studies and policy implication analysis, policy suggestions, etc.

Public Relations Team

Public Relations Team is in charge of public relations, web-site maintenance, cooperative networking with the press and broadcasting, etc.

The Regional Development Support Office (RDSO) is currently established under the Ministry of Knowledge Economy to support PCRD Executive Office tasks, and to help Economic Region Development Committees effectively prepare and implement cross-area plans. RDSO is involved in the following tasks which are carried out to support PCRD Executive Office: tasks to support enactment and revision of balanced national development-related laws, tasks to support establishment and operation of cross-area plans by Economic Region Development Committees, reporting to the cabinet council on regional development, tasks to cooperate with the National Assembly, regional development education and statistics construction, tasks to edit the annual report, tasks to operate PCRD budget, etc.
