01.01: Special accounts on balanced national development enforced and organized, which are divided into regional development project accounts and regional innovative projects accounts. Approx. 5 trillion won raised from a liquor tax and congestion charges

08.25: 1st Five-year Plan for Balanced National Development (2004~2008) approved and verified by the President. Major contents of the plan include cultivation of two to three world-class innovation clusters, nurturing of strategic industries for each of the 16 metropolises and provinces nationwide, promotion of quality growth of the Capital region, formulation of network-shaped territorial space, etc. The plan was first reported to the 47th meeting on national policy(6.17). Then it went through deliberation at the 9th meeting of PCBND(7.6). Public opinions were collected at nationwide public hearings(7.8). Finally the cabinet council approved the plan(8.17) followed by presidential approval and verification(8.25).
