Objectives


By promoting regional development policy based on moderate-pragmatism (warm-hearted liberalism), PCRD aims to contribute to balanced national development, early exit from the economic crisis and enhancement of national competitiveness; to create regions with global competitiveness through inter-regional cooperation, economies of scale, enlarged economic regions, and a new governance system; and to push ahead with policies including strategies for Supra-economic Regions, Economic Regions and Local Areas, Four-river Revitalization Project, and existing policies for regional development as well.

Road Map for PCRD Activities

01 Short-term: To further develop and specify regional development policy

PCRD aims to establish a basic framework of Lee Myeongbak administration's regional policies by the end of 2009 such as a three-tired approach to regional development strategies, invigoration of regional economies, and the Four-river Revitalization Project. PCRD pursues to further develop and specify regional policies in the second-half of the year, including a master plan for Supra-economic Regions, a five-year plan for regional development, restructuring of local government budget system, and policy measures for Local Areas development.

Basic plans and strategies for the five core policies of regional development to be continuously pursued as follows;

  • To maximize growth potential for the entire nation and specialized regional development by giving shape to the three major tasks of Economic Regions, Local Areas, and Supra-economic Regions development;
  • To strengthen capacity for regional development and expand decentralization by expanding local government budget and strengthening autonomy, and improving capacity for independent autonomy
  • To promote a win-win development for both Capital and non-Capital regions by promoting investment and urban regeneration in regions, and regulation reform for regional development
  • To nurture new growth poles in regions by launching the Four-river Revitalization Project, and the International Science and Business Belt Project, as well as existing policies such as Innovation City development
  • To build and consolidate institutional foundation for regional development including the Special Act on Balanced National Development, the Accounts Evaluation System, and the Economic Region Development Committee

02 Mid- and Long-term: To drastically reinforce the function for policy devising and consultation

Regional development policy of the Lee Myeongbak administration to be intensified and disseminated.
This year, efforts are to be put primarily on the construction of the base for the three-tired approach to regional development strategies. In 2010, action strategies devised under regional development policy are to be established and promoted, with the focus put on revitalizing regional economies by institutionalizing key policies. In 2011 through 2012, efforts are to be accelerated to disseminate above policies so that local residents can feel the policy effect in terms of job creation and quality of life.

Four-river Revitalization Project to be successfully implemented.
Detailed policies for regional development, which are linked to the Four-river Revitalization Project, are to be discovered and promoted in 2010. In 2011 to 2012, policies are to be devised for local residents centering around the Four-river Revitalization Project.

Regional development policies to be newly devised and institutionalized.
By the latter half of 2009, new policy items are to be developed for Supra-economic Region and Local Areas development, by mobilizing a policy forum comprised of research institutes, related government agencies and academia. In 2010, policies for developing the border region and increasing inter-Korean exchange are to be discovered in preparation for the improvement in North-South relationship.

Long-term visions and strategies for regional development policy to be presented.
In 2012, the overall regional development policies of the incumbent administration are to be assessed, based on which future visions, policy directions and strategies for regional development will be presented.
