Overview

The Presidential Committee on Regional Development (PCRD) is established pursuant to Article 22 of the Special Act on Balanced National Development as a presidential advisory committee. PCRD is consulted by the President on major policies for an effective promotion of regional development. PCRD aims to embody the nation's ideologies including 'harmonized territorial development and use' and 'balanced development among regions,' which are prescribed in Article 120 and 123 of the Constitution. PCRD serves as a policy advisor and communication channel with local governments, targeting to materialize in the territorial space the ideologies of moderate-pragmatism and warm-hearted liberalism, which underlie the 100 major policy tasks of the incumbent administration including establishment of Economic Regions, budget expansion for local governments, co-prosperity among the Capital and non-Capital regions, and other regional policies.

As a presidential advisory committee, PCRD is orchestrating regional policies of various government agencies. PCRD consists of 30 members including nine cabinet ministers as ex-officio members, who include Minister of Knowledge Economy, Minister of Strategy and Finance, Minister of Education, Science and Technology, Minister of Public Administration and Security, Minister of Culture, Sports and Tourism, Minister for Food, Agriculture, Forestry and Fisheries, Minister of Health and Welfare, Minister of Environment, and Minister of Land, Transport and Maritime Affairs. Also, PCRD has prominent scholars and experts on regional development as its members, who are appointed by the President.

PCRD basically carries out tasks of a deliberative and advisory nature; however, in practice, it performs a wide range of functions required to achieve regional development including planning, evaluation, training and consulting assistance.

Article 22 of the Special Act on Balanced National Development stipulates for the items subject to PCRD deliberation as follows;

  • Items on the modification of regional development policy directions, along with the related policies;
  • Items on the plans for regional development;
  • Items on the Supra-economic Region Master Plan, proposed sectoral development plans, and sectoral imple mentation schemes;
  • Items on plans and implementation schemes for Economic Regions;
  • Items on the management and evaluation on policies and projects for regional development;
  • Items on the signing and operation of regional development investment agreement;
  • Items on the operation of special accounts on Economic Regions and on regional development;
  • Items on the relocation of public agencies;
