01 The evaluation system for regional development projects set forth

The evaluation panel for regional development projects, comprising of 70 members, has been organized under PCRD supervision to carry out sectoral and regional evaluation on projects under the special accounts on balanced national development since 2008. The framework for the evaluations on regional projects, which were conducted by different government agencies in a dispersed and overlapping manner, has been unified into PCRD.

The evaluation results are organized and consequently reported.

The evaluation results are utilized for project structure reorganization and incentive provision upon budget planning for the 2010 special accounts on the development of Economic Regions in collaboration with the Ministry of Strategy and Finance.

02 Regional development system improved

Suggestions and complaints of local governments are actively dealt with through the Task Force for Regional Development System Improvement; difficulties of local governments and legislations obstructing regional development are discovered, based on which resolutions are sought through consultations with departments and agencies concerned.

The department head in charge from the PCRD Executive Office serves as an ombudsman, reviewing regional suggestions and complaints, and seeking solutions to them. 54 out of a total of 351 cases were accepted during the first meeting of the Task Force for Regional Development System Improvement, which took place in Jan. 2009. The acceptance rate reached 15.4%.

03 Governance system for inter-regional cooperation built

The organization of the Economic Region Development Committee(ERDC) has been concluded for each Economic Region. Additionally, collaborative governance among Economic Regions have been established.
