As social conflicts are increasingly intense over the selection of sites for public such facilities as a high-tech medical complex, social problems have emerged. To prevent these conflicts over site selection, it is important to secure transparency for the decision- making process based on scientific feasibility. In addition, a scientific method for consensus building should be continuously developed to ensure that conflict prevention systems work properly, and then apply them to a project that present any potential for conflict.
